Stipulate a maximum time per lap, if a vehicle does not enter in said time interval, the track is deactivated / paused. In this way the problem is minimized that when a car leaves the track, the rest continue freely counting laps. In any case they will only give one more lap.

perdon corrector...... he querido decir que la vuelta de mas, o vuelta completa para todos los demas coches hasta su desactivacion, funcionaria como penalización para el que ha tenido el accidente.

I don't like this idea to be honest. It will be hard to implement a solution which is reliable and understandable for all users in every situation. :-/ Sorry.
