#15794 Detect missing lap issues with no fuel and lane check

I found that if you run out of fuel and you miss the pits on the first lap with no fuel, that on the second lap once you pass the start finish line and then the first lane check it gives you a missed lap notice and supends the race if set to on. Or automaticly adds a lap if set to on.
