By playing around with the new DRS feature I thought that a blue flag announcement could also be calculated for cars that can be lapped. A gap to the lapped car can be estimated (as for DRS activation) and a duration of available time allowed to let the chasing car pass. If overtake does not happen a penalty could be automatically given to the refusing driver.
Just a thought.
