Even without any change in the weather, a tire change could be implemented. Tire wear per lap (similar to fuel consumption) means the cars get slower the longer they drive on the same tires. If you want to drive faster laps again, you have to pit and get fresh tires.
Of course, something similar could be done with the brakes (loss of braking power) if they are damaged.
